 Sukhbir Badal to inaugurate sewerage treatment plant


Finally, the Zirakpur Municipal Council will get its sewerage treatment plant (STP) on Friday. The Punjab Deputy Chief Minister and SAD president Sukhbir Singh Badal to inaugurate it.

The sewerage treatment plant has been set up at Singhpura village and around Rs 15 crore (approx) has been spent on it. However, it was in controversies for long time as the MC failed to get the land for it. It was only finalizsed after the efforts of Dera Bassi MLA NK Sharma, the MC handed over the land to sewerage and water supply board in September 2011.

Now, the sewage water generated from the urban conglomerate will be discharged in Sukhna Choe temporarily after treating from STP. Later, the treated water would be used for irrigation in the fields as per project would be set by the concerned department.

The civic amenities in Zirakpur are in for a facelift. As a step in this direction, a sewerage treatment plant is being installed here.
Official sources informed TNS that a grant of Rs 18 crore has been sanctioned for the sewerage treatment plant (STP) by the central government and the state government under the Urban Infrastructure and Development of Small and Medium Town (UIDSMT) scheme.
The town, known for its upcoming malls and real-estate business, is now moving towards urbanisation. This rapid urbanisation has now prodded the Zirakpur MC to set up a sewerage treatment plant in Singhpura village. The plant is scheduled to be commissioned in the next two years and will be built on 5 acre, near Singhpura village.
Talking to Chandigarh Tribune, executive officer of Zirakpur municipal council R.K. Mittal said the initial sum of Rs 16.79 crore has already been released by the Government of India under the UIDSMT scheme. The state government, too, has declared the grant for the same.
Mittal said the plant would be constructed under extended aeration technology. The plant would provide sewerage treatment facility to all areas in the periphery of Zirakpur.
Zirakpur municipal council president Narinder Kumar Sharma said other than solving the problem of water pollution, it would also help the farmers of the area as the water from the plant could be used for the irrigation purpose.
SDO, water and sewerage supply, R.K. Goyal confirmed that the treatment plant would be constructed under extended aeration technology that would process 17.3 million litres per day. “We had decided to invite the tenders for the treatment plant that would be open on October 23,” he added.

Despite massive urbanisation followed by a heavy influx of population, Zirakpur Municipal Council (MC) has failed to put in place a sewerage treatment plant. As a result, 2.5 million gallons (approx) a day of sewage generated from the urban conglomerate is being discharged in Sukhna Choe.
The MC has already spent lakhs of rupees to lay sewerage network across Zirakpur. But in absence of the sewerage treatment plant, the untreated sewage is polluting Sukhna Choe. Sources say that MC had failed to handover the land to Punjab Sewerage Board to set up the Sewerage Treatment Plant (STP).


Recently, the Punjab Pollution Control Board had asked the MC to set up a sewerage treatment plant and set the deadline for its construction till March 2011. The board had also asked the MC that if they failed to meet the deadline it would have to pay Rs 2 lakh bank guarantee for an extension.
“The sewerage laying work is being carried out by Punjab Sewerage Department and around 85 per cent work has been completed. However, the council failed to hand over the land to the sewerage board for setting up the STP and till now the water is being released into Sukhna Choe,” said an official of the sewerage department.
MC sources said a case regarding the land in Singhpura village for the plant was pending in the Punjab and Haryana High Court. The pollution control board had asked the MC to finalise another land to set up the plant till March 2011, sources added.
According to the sewerage board official, the work of sewerage laying was in progress and would be completed by year end. The department had started the installation work of the Main Pumping Station (MPS) at Singhpura village where the STP is likely to be set up. The official said the pumping station would only help to extract the untreated water and would further dispose it in Ghaggar.
Official sources informed that the cost of sewerage project under the Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) was ` 52.19 crore and a grant of ` 18 crore (approx) has been sanctioned for the sewerage treatment plant (STP) by the Central government and the state government under the Urban Infrastructure and development of Small and Medium Town (UIDSMT) scheme.

Mohali authorities told to speed up process

Expressing concern over the rapidly increasing population in Zirakpur, Punjab Chief Minister Parkash Singh Badal had told Mohali local authorities today to arrange land for the early setting up of a sewerage treatment plant (STP) here. However, a Zirakpur Municipal Council official stated that the officials concerned were searching for suitable sites for setting up of the STP near Singhpura village and would finalise it soon. The council had already spent lakhs of rupees to lay sewerage network across Zirakpur, the official added.
According to a sewerage board official, 90 per cent work of sewerage laying had been completed. The official said the council failed to hand over the land to the sewerage board and till now the water was being released into Sukhna Choe. The official added that to extract the untreated water, the installation of main pumping station (MPS) at Singhpura village had been completed. Meanwhile, the work of laying drain pipes from the MPS to Ghaggar was in progress, the official claimed.

The Zirakpur municipal council will allocate funds for the setting up of a sewerage treatment plant (STP) at Singhpura village in Zirakpur, as the Punjab Water Supply and Sewerage Board is yet to receive the second instalment of funds under the Urban Infrastructure and Development of Small and Medium Town Scheme.
BL Ranga, XEN, Punjab Water Supply and Sewerage Board, Patiala division, stated that the Zirakpur municipal council would provide all funds. The MC officials had assured them of doing the needful. However, tenders of the work had been floated and the price would be finalised on November 28. The work would begin in the first week of December, the official added. He claimed that the second instalment of funds under the Urban Infrastructure and Development of Small and Medium Town Scheme was yet to be released as some paper work and other formalities were pending. An amount of Rs 18 crore (approximately) was sanctioned for the sewerage treatment plant (STP), the official added. In September, the municipal council had handed over a piece of land near Singhpura village to the Punjab Water Supply and Sewerage Board.
The issue was marred by some controversy, but things started falling in place after the Zirakpur municipal council president met the villagers and got a green signal for 3 bigha land in Singhpura from them. He said the work of main pumping station (MPS) at Singhpura village would be completed in a month. The work of laying drainpipes from the MPS to Ghaggar was nearing completion. 
Zirakpur MC president NK Sharma said the council would give funds for treatment plant and the work would be started soon. “We have discussed the matter with the sewerage board officials.”
